The State of Indiana created the District concept as a preparedness tool as many emergencies cross jurisdictional lines and can affect a particular region. The intent of the district is to provide an environment where collaborative planning can be made for a strategic and efficient timely response. The state has been divided into 10 districts that are comprised of District Planning Councils, District Oversight Planning Councils, and District Task Forces. The District Planning Council (DPC) is comprised of local emergency responders, emergency managers, and representatives from key agencies. The DPC does not act as a response agency, rather as a planning and preparedness entity. The purpose of the district is to plan, organize, and manage critical emergency response on a regional level. Since the structure of the overall district organization includes multiple jurisdictions, disciplines, and agencies they are better able to provide a template for achieving strategic goals and objectives at the local level.
DPC has several focal points which it strives to achieve: -Conduct District Homeland Security and Preparedness Assessments -Develop and implement a District Homeland Security Strategy -Develop Crisis Communication and Public Information Plan -Develop and implement District Mutual Aid Agreement -Develop and implement District Training and Exercise Program -Sponsor and support District grant and resource coordination
District 3 Includes: Adams County Allen County DeKalb County Huntington County LaGrange County Miami County Noble County Steuben County Wabash County Wells County Whitley County
District 3 meetings are held the 3rd Thursday of every month, beginning at 10 am in the EOC of the Public Safety Academy (PSA). The PSA is located at 7602 Patriot Crossing, behind the Walmart and Menards at the Southtown Centre.

The District Planning Oversight Committee (DPOC) includes the President the County Commissioners for each county within the District and the Mayor or Town Board President of the most populated city or town from each county within the District. The purpose of the DPOC is to select members for the DPC and provide executive oversight, support, and guidance for their operations.

District Task Force
The District Task Force (DTF) is comprised of a group of specialized emergency responders that are strategically located throughout the state. This group is managed through a cooperative effort of several jurisdictions. The DTF develops strike teams in the following areas: -Incident Management -Search and Rescue -Hazardous Analysis -Mass Casualty -Force Protection District Response Task Force Development Plan District Response Task Force Grant Program Guidance |
